Adut Salva Kiir Urges Election Steps as Juba Dialogue Closes
JUBA — Adut Salva Kiir, Senior Presidential Envoy on Special Programmes, addressed the closing of the inter-party dialogue on 9 October as the government pressed ahead with preparations for elections scheduled on 22 December.
In the supplied video, Adut is shown addressing the gathering. Radio Tamazuj reported that she conveyed the Presidency's view that further transition extensions were not negotiable and urged parties and institutions to implement electoral measures. Its report says she identified legal, administrative, security and dialogue work as four pillars and called for accelerated election logistics and unified security arrangements.
The disagreement behind the timetable
A 9 October statement attributed to SPLM/A-IO acting chairman Oyet Nathaniel Pierino challenges the caretaker government's formation and the dialogue's representativeness. The movement says changes to the 2018 peace agreement require signatories' consensus. South Sudan Press received images of pages 1 and 3, plus the end of page 4; page 2 is unavailable. Analysis: The closing speech expresses the government's determination to hold the vote. That position does not by itself establish that voter registration, security, inclusion or dispute procedures are ready. The practical test is a public record of agreed decisions, deadlines, resources and participation by groups outside the Juba talks.
Questions for organisers: Will the final dialogue resolutions and participant list be published? What steps were agreed for voter registration and security? How will dissenting signatories be engaged, and who will monitor compliance with the 2018 agreement?
