Who Oversees the Presidential Office While Kiir Visits Kenya?
President Salva Kiir travelled to Kenya on 4 October for bilateral discussions. Questions circulating alongside an airport clip ask whether other officials are serving as acting president during his absence. The clip itself does not establish a transfer of presidential powers.
What has been said publicly?
Government spokesperson Ateny Wek Ateny told Eye Radio that caretaker Presidential Affairs Minister Africano Mande Gedima remains in Juba to handle matters reaching the Office of the President, consulting Kiir, who remains in communication. Ateny said Mande cannot make major decisions in Kiir’s absence. The presidency’s account of Kiir’s departure identifies Mande among the officials who saw him off.
Where do Lomuro and Adut fit?
Dr. Martin Elia Lomuro serves as caretaker Minister of Cabinet Affairs. Adut Salva Kiir, the president’s daughter, serves as Senior Presidential Envoy on Special Programmes. Cecilia Adut Manyok is a different official and serves as caretaker Minister of Foreign Affairs and International Cooperation. Holding any of these positions does not, by itself, establish that the holder is acting president. We have not seen an authenticated order appointing any of them acting president for this trip.
What remains to verify?
A formal delegation or succession claim would require an official instrument and a clear description of its scope. The government should publish any such order if one exists. At present, the public explanation is that Mande is coordinating presidential-office matters in consultation with Kiir. This report should be updated if the presidency issues a delegation instrument or confirms Kiir’s return.
