Ugandan Force Opens Medical Facilities at Bilnyang Base

BILNYANG — The Uganda People's Defence Forces says it has opened a laboratory, operating theatre, antenatal room and dental unit at its headquarters in Bilnyang, about 25 kilometres east of Juba. The facilities are intended for Ugandan troops and neighbouring South Sudanese communities, Radio Tamazuj reported on 11 October.

The public account does not establish how many civilians can be treated, whether services are free, what hours apply, which procedures can be performed or how patients are referred. The opening should therefore not be described as a general public hospital or a replacement for South Sudan's health services.

Analysis: The potential civilian benefit depends on practical access. A nearby family needs to know whether it can enter the base, whether women can obtain antenatal care confidentially, and where an emergency patient goes if the unit is full or closed. These questions also matter because the UPDF's deployment in South Sudan is politically sensitive.

South Sudan Press is seeking a civilian-service policy from the UPDF and South Sudan's health authorities, including eligibility, costs, staffing, referral links and data on services delivered to local residents.
