NEC Seeks South African Election Support, but Agreement Remains Undisclosed
The commission says talks covered materials, staff training, security visibility and digital systems. It has not published a signed package or delivery timetable.
The National Elections Commission says its chairperson Gabriel Bol Deng returned to Juba on 16 October after discussions in South Africa with that country's electoral commission and officials. The NEC described a proposed cooperation agreement on electoral materials, institutional capacity, visibility for election security personnel and digitisation of its operations.
The announcement is evidence of engagement, not proof that equipment or money has been committed. The commission has not published a signed agreement, quantities of materials, procurement arrangements, delivery dates or a budget. It should identify which operations South Africa would support and which remain South Sudan's responsibility.
With a December vote planned, the measure of progress is whether supplies arrive, staff are trained, registration opens and the public receives a workable calendar. The NEC's earlier statement said registration had not begun as of 2 September. It should issue a fresh status report now rather than leave citizens to infer progress from a diplomatic visit.
South Sudan Press has not independently confirmed a final bilateral agreement. We will seek the text and implementation schedule from both electoral commissions.
