Rumbek Death Toll Disputed as Army Says Forces Were Overwhelmed

Reporting status: The figures and claims below remain attributed to their sources. South Sudan Press has not independently verified all underlying records.

Accounts of the 8–9 October violence in and around Rumbek remain sharply inconsistent. On 15 October, SSPDF spokesperson Maj. Gen. Lul Ruai Koang said military reporting indicated about 40 deaths, including 10 or 11 members of organised forces. A county executive director reported 46 killed and 65 wounded. The Information Ministry’s earlier figure of 71 was explicitly preliminary.

UNMISS reported on 13 October that state authorities had cited 60 killed, 78 wounded and approximately 500 families temporarily displaced. These figures are separate snapshots from different institutions, not additive totals. No reconciled, name-based casualty list has been published.

Koang said armed youths had overwhelmed government forces before reinforcements were deployed and a buffer zone established. His admission makes the initial capacity to protect residents a central accountability question. UNMISS said peacekeepers protected the hospital and other critical facilities, and evacuated trapped humanitarian personnel.

Authorities should identify who is compiling the definitive register, distinguish civilians from members of the organised forces, account for missing people and explain where displaced families are now. A current security assessment is also needed before claims of normality or safe return can be made.
