NEC Discusses Electoral Cooperation with South Africa
The National Elections Commission says its chair discussed support for December’s planned election in South Africa. The public statement does not specify a signed agreement, funding or delivery dates.
NEC chairperson Gabriel Bol Deng returned to Juba on Friday, 16 October, following meetings with South Africa’s electoral commission and government representatives, according to an NEC statement.
The commission listed electoral materials, staff capacity, visibility for election security personnel and digitisation of NEC systems as focus areas of a proposed cooperation agreement. It said the two countries were working towards implementation, but its statement did not publish an agreement, cost, quantities, implementation milestones or procurement process.
Those operational details matter. Discussions can help an electoral commission prepare, but voters and parties need to see when registration, constituency administration, polling materials, training and other essential tasks will be ready. The NEC should publish the agreement if signed and a dated implementation timetable.
