Kiir Orders Process to Establish National Defence University; Cost and Opening Date Unknown

President Salva Kiir has instructed higher education authorities to begin the process of establishing a specialised National Defence University in Juba. The directive, broadcast by SSBC on 14 October, calls for an institutional plan, a charter, curricula and an assessment by the National Council for Higher Education. The proposed courses span defence, security, strategic studies, science and technology, and hazard management. Radio Tamazuj reported the directive’s terms.
Status: The directive starts an approval process. It does not mean the university is accredited, enrolling students or operating.
Kiir is expected to serve as chancellor. The Finance Ministry was instructed to provide start-up and recurring funding, while other ministries would address land and infrastructure. No amount, campus budget, opening date, staffing plan or admissions policy has been published.
Public spending and academic oversight
A defence university could train personnel in command, law and risk management. Its value will depend on accredited teaching, civilian oversight, academic standards and published results. The government should explain how the new commitment will be funded while existing universities also require salaries, equipment and facilities.
The Higher Education, Finance and Defence ministries should release the directive, costed plan, charter, land and procurement arrangements, intended student population and accreditation timetable. Whether civilians may enrol and how university leadership will be appointed remain open questions.
