Cabinet Affairs Minister Martin Elia Lomuro issued a 20 October order assigning acting ministers to ministries without a caretaker minister, Radio Tamazuj reports. The order spans governance, finance, services and infrastructure; under-secretaries are directed to keep running daily administration under acting ministers.

Reported assignments include the petroleum minister acting for Finance and Planning and the finance minister acting for Petroleum. The education minister is assigned Gender, Child and Social Welfare and Humanitarian Affairs; the health and education ministers are also listed for reciprocal acting responsibilities. Such overlapping chains merit a clear public schedule of who signs each decision.

The order says civil-service under-secretaries cannot exercise powers reserved for constitutional postholders. Citizens should be able to find the signed text, effective dates, replacement arrangements, and who is answerable for procurement and election-period spending.
