The Election Clock Tests More Than the Ballot Date
Staffing, access, equal competition and caretaker accountability must advance together before a credible December poll.

South Sudan’s announced 22 December election date is only one point in a chain. A returning officer must be appointed, registration staff trained, materials stored and moved safely, voters informed, parties able to organize and disputes heard. The NEC’s Yambio visit shows that staffing, storage and access are still live operational questions, not merely political rhetoric.
The PDM’s announced selection process demonstrates some opposition political activity. It does not answer whether parties enjoy equal access to halls, travel, media and registration. The caretaker government’s new acting-minister order also raises a question: who authorizes resources and who reviews decisions during the campaign?
A public weekly dashboard could publish district-level recruitment, voter registration openings, material deliveries, incident reports and written decisions on coalition filings. This is our proposed accountability test, not a government announcement. Missing data should be recorded as missing rather than converted into confidence.
