Election Countdown: Preparation Advances, but Registration and Political Access Need Answers

The NEC has discussed outside cooperation for the planned 22 December vote. Voters still need a published registration timetable, while a presidential aspirant alleges he was blocked from a domestic flight.

What has moved

NEC chairperson Gabriel Bol Deng returned from South Africa on 16 October after talks on electoral materials, staff capacity, election-security visibility and digital systems. The NEC described areas of cooperation; it did not publish a signed agreement, itemised funding or delivery dates.

Earlier, the commission said it had trained state-level officials in registration procedures and would announce registration dates and centres through a public notice. The September statement explicitly said registration had not yet begun. A fresh official update is needed before declaring that it has started or that a final roll exists.

Equal access is part of readiness

Kornelio Kon Ngon said security personnel stopped him from boarding a Juba–Wau flight on 13 October and told him to seek permission from the president’s office. No written restriction or official explanation was produced in the reports reviewed. The allegation is distinct from the requirement announced for senior officeholders travelling abroad. Responsibility for the airport intervention and Kon’s formal candidate status remain to be established.

A credible timetable should therefore cover more than ballot procurement. The NEC should publish registration dates, nomination and complaint procedures, constituency access plans and how restrictions affecting aspirants can be challenged. The Presidency and security authorities should explain the reported airport intervention.

What readers should watch

By late October: a public registration notice and accessible centres; a published electoral calendar and budget; evidence that materials and staff can reach all states; and equal, documented rules for candidate movement and campaigning. A trip or announcement alone does not establish operational readiness.
